Some of the things you want to look at are how well they are organized, how well the steps make sense, how they seem to be compiled (do they look just thrown together or do they appear to be thoughtfully composed?), and etc. If you are able, it is a good idea to look at some examples of the plans before making a decision to use them for you project.
